Scotsman Wanted in Taiwan Remains in Custody After Bail Request

A British man wanted in Taiwan after being convicted and sentenced for a fatal drunk driving accident remains in custody in Scotland after a high court judge deferred a decision August 25, 2016.

Zain Dean was accused of hitting and killing a newspaper delivery man in Taipei City in the early hours of March 27, 2010, and fleeing from the scene of the accident. After long and protracted legal proceedings, Mr Dean was convicted and sentenced to a four year prison term.

In 2012, Dean fled the country using a passport belonging to a friend. His friend served time in a Taiwanese prison for aiding and abetting the fugitive.

In October 2013, Mr Dean was arrested by police in the UK. His arrest came just 24 hours after the signing of a memorandum of understanding allowing the extradition of people convicted of crimes from the UK to Taiwan.

Since then, Dean has been in custody in a remand center, and has continued with a long and protracted legal battle to avoid extradition.

Mr Dean claimed that he didn’t receive a fair trial in Taiwan, and that he was framed by corrupt police officers.

His most recent legal arguments state that he has already served more than the 2 year, 8 month minimum parole period that came as part of the four year sentence originally prescribed by the court in Taiwan.

In a previous appeal, the defendant argued that: “The sheriff erred in law in holding that Taiwan was a “territory”.
