Neighbor Rescues Infant Dangling from 4th Floor Window
A 2 year-old girl dangled precariously from a 4th floor window with her head stuck in the security bars in Taoyuan City last night until a brave neighbor climbed onto a narrow awning to help rescue the child.
At around 10:00pm November 3, a man left a 2 year old child and a baby alone in the house as he went out to buy supper. The two year old managed to crawl out of a window and fell through the security bars. With her head stuck in the security bars, the child’s cries alerted neighbors.
One neighbor identified in media reports only as “a foreigner” used a ladder to reach a third floor window, then clambered up the security bars onto the top of the narrow window cage, from where he supported the child until firefighters could cut the security bars and rescue the child from inside the family’s apartment.
Video footage of the incident shows witnesses applauding when the brave man is himself pulled to safety by firefighters after the child is rescued.
The rescuer, a foreigner in his 20s declined to be interviewed by media and said through his girlfriend that if you see a neighbor in trouble you should help.
The father of the child, a 34 year-old named Lee (李) said that his wife was at work at the time and he had just left the house for 10 minutes to buy supper.
According to Article 51 of the Law on the Protection of the Welfare and Rights and Interests of Children and Adolescents, parents and guardians shall not allow children under 6 years of age to be alone. The police are investigating the incident and have notified the Social Welfare Bureau.
