Convicted sex offender on the run after cutting off ankle bracelet
Police are on the hunt for a convicted sex offender who robbed a betel nut stand in Taipei City today, after cutting off an electronic ankle bracelet and fleeing his residence in Hualien last night.
Ou Li-yuan, now 53, was sentenced to life in prison in 1997 after being convicted for the rape and robbery of a female college student at knife point . Ou was released on parole in 2017 on condition that he wear an electronic monitoring device, and be restricted from leaving his residence between the hours of 10:00 pm and 5:00 am.
At around 9:55 pm last night, the monitoring center alerted police after receiving abnormal signals from the monitoring device. Police found that the ankle bracelet had been cut with a saw, and Ou had disappeared.
Police investigators found that Ou had fled north via the Suhua Highway to Taipei City, where he robbed a betel nut stand at knife-point in Datong District, taking NT$5,000, before heading south to Kaohsiung City.
The Hualien District Prosecutor’s Office issued an arrest warrant this morning and called on the public pay attention to their personal safety and to contact police immediately if they spot the suspect, or his vehicle (license plate ATS 5771).
