Man receives 22 fines after dropping 22 cigarette butts in 100-minute smoking binge

A man in Kaohsiung City plans to lodge an appeal after receiving 22 fines in the mail, all at once, for dropping 22 cigarette butts in a period of less than two hours.

Mr Zeng said that he was in a bad mood on the evening of September 28, when he sat in the driver’s seat of his car, and chain smoked 22 cigarettes between 11:00 pm and 12:40 am. Zeng dropped each cigarette butt onto the road, unaware that someone parked in a car behind him was recording the process on camera.

Around one month later, Zeng received a total of twenty two fines issued by the Kaohsiung City Environmental Protection Bureau. The fines for littering had a value of NT$1,200 each, and came to a cumulative total of NT$26,400.

Mr Zeng complained to the media that his wife had scolded him over the incident, and said that he would appeal the penalties.

The EPB said that the fines were issued as Zeng was photographed violating Article 27 of the Waste Disposal Act. According to the reporting system, the person that reports the offence is entitled to a reward of 15% of the fine, in this case to a value of NT$3,960.
