Construction boss fakes traffic accident to cover-up fatal industrial accident

A construction site foreman and four workers have been charged after police found that they had faked a traffic accident to cover-up a fatal industrial accident.

Police in Pingtung County’s Neipu Township received a report about a scooter accident outside the construction site at around 10:00am, Thursday, March 14. However, when officers arrived at the scene, the “scooter rider” had already been taken to hospital in the construction site foreman’s car.

The foreman, Mr Huang, 40, told staff at the hospital that the 19-year-old construction worker, named Guo, had been involved in a traffic accident. Guo had lost vital signs before he reached the hospital and was declared dead after arrival.

Medical staff found that Guo’s injuries were not consistent with a vehicular accident.

Police investigators accessed traffic monitor footage which showed that Huang had deliberately crashed the scooter into the utility pole. Detectives found traces of blood on the second floor of the construction site, and signs that the suspects had attempted to clean bloodstains. There were also signs that tools had fallen from a height.

Police found that the blood on the construction site matched blood samples taken from the back seat of Huang’s car.

Mr Huang confessed that he had faked the traffic accident to avoid work being suspended on the construction site due to the accident.

The investigation revealed that Guo had fallen from the 5th floor to the second floor, and that there were no anti-falling safety measures on the site.

A total of five people were charged by the district prosecutor and were released after paying NT$200,000 bail each.

The Pingtung County Labor Bureau has ordered work suspended on the construction site.
